Do we know this for a fact? Other than the fact some outlets have reduced the price? Isn't this quite standard for toys over time; higher release price then reduced a few months after?

That's what I was trying to ascertain. Didn't know if the extra pieces were removable or not as he appears to have moulded boots from the images I've seen.
