Droxil and Billis - Good or bad?

Do you think that Droxil and Billis, the two characters in yellow clunky suits in the trailer (played by Bill Bailey and Arabella Weir respectively), are 'goodies' or 'bad guys'. Personally, I think they are good. I think that they are the Doctor Who equivalent of Mr and Mrs Beaver. So - what do you think?
