I got an email today from Entertainment Earth regarding my order for both the Doctor and Amy. They gave me the earliest possible time the figures will be available.

That will be a factor, plus retailers are getting them about a month after the direct orders.

It makes you wonder where they get their information from.
They've mentioned countless times before that the Eleventh Doctor and Amy Pond are coming out at the same time, yet the retailers keep giving seperate dates.

It will be mainly specialist shops focusing on 1:6 scale figures which are rather far and few between here so it would probablly go to hobby shops and model shops that are interested in the range for whatever reason.
