Yep, they do say that. According to TARDIS Wiki:

Canon
- Titan Comics Back Up Strips (Yes the ones where various incarnations of the Master form a rock band and the Tenth Doctor is depressed about Rose and gets a talking cat named after her)
- The Dr Men books
- Poems
- Novelisation of The Mind of Evil, which has the Doctor and Jo meet for the first time.
- Shrek
- Bart Simpson
- A Zygon porno


Not canon
- Dimensions in Time
- A Fix with Sontarans
- Any Short Trip that into either of the above stories
- Vienna (Its literally just a spin off about a character that first appeared in a Doctor Wh audio, so it’s no different than the Charley Pollard series)
- Blu-ray Ace and Jo trailers that the writers confirmed were written as minisodes
- Scream of the Shalka
- Death Comes To Time
- PS

Worst part is, they try to argue that it’s all perfectly logical and have a set of rules that dictates these things.

But then they just say insane things.

He’s got one line and he’s played by Jacob Dudman. Basically he asks Jack not to forget the brown sauce. That’s literally it.
