Sorry but how are they Cybermen? They don't originate from Mondas thus they are not the Cybermen. Certainly they are not Cybusmen, the correct term should be Cybus Cybermen with the exception of their apperance in The Pandorica Opens where Steven Moffat revealed (although not on screen) that the "Cybusmen" had been taken over by the proper Cybermen and no longer exist as a result (although some of the old armour is still around but by the looks of things it is slowly going away now).
Doesn't mean they aren't Cybermen! As DWDVD said, they're Cybermen just not as we know them. They're different. Basically like the new Dalek Paradigm. They're still the same race as the RTD Daleks, even though they were created in a different way (Davros created them/Emperor Dalek using humans).
Slightly different scenario though, these new Daleks are still Daleks. It's the same type of green blob in a different suit of polycarbide armour.
These are a totally independent group of creatures known as Cybermen, both RTD and Moffat have said they are not the real Cybermen although the plan to introduce the proper Cybermen got hampered slightly during the RTD era, and by the time Moffat was able to write for them he couldn't begin the redesign so made it clear off screen that they were now real Cybermen and were now being controleld by the real Cybermen but until now they were not Cybermen. The "Cybusmen" became the real Cybermen but at first they were not Cybermen.
