He does it just in case they do get figures. So far every one of his stories have had figures released from them (even Time Crash got that new Tenth Doctor).

Why what's wrong with having an obssessed Whovian who is in charge of the show? It's not his fault if he is as Karen Gillan put it "half-man, half-child, like the Time Lord himself".

We would all do exactly the same. If we got the oppurtunity to become the head writer of Doctor Who none of us would reject it and the second we could manipulate CO to make the toys we wanted we would do it too. RTD chose Steven Moffat as his successor and he thought it was fine to give him it.
