The full new sculpt could be a chancellery guard with detachable breastplate, and a head with helmet.

They could remove the head and replace with a stock 6th Doctor head.

For the other two, they could remove the breastplate and apply a different skin tone, eye colour, hair colour to the 'helmet head' so you had a couple of supporting guards.

As a bonus they could the Rooster Hat as an accessory.

I'm going to go with the easiest choice.

Delgado Master (Terror of the Autons suit)
Ian (normal outfit)
Turlough (normal outfit)

I fully support a chancellery guard though, that'd be amazing. They could do an Andred as well as a Maxil and standard guards. Another idea is to do a Timelord Soldier from Day of the Doctor and Hell Bent (ergh...). It could have multiple heads to allow a variety of soldiers, and be repainted into the Time War chancellery guard outfit:

A UNIT soldier would also be cool, and could be used as a base for a Sergeant Benton figure!

Reuse for: Harry Sullivan (regular costume variant)

Reuse for: Victoria (Tomb of the Cybermen)
Ace (The Curse of Fenric)

Susan (Dress, An Unearthly Child)
Reuse for: Tegan (Stewardess)
Clara (Journey to the Center of the TARDIS)

And finally, in the "Just make a new head!" category:

Great ideas! The more Time Lords the better I say.

They have to get to Turlough and Steven at some point.

That's a brilliant use of figures... Though I have to say, if I was paying £25 a month for "Ian Chestron in a Toga," I might be a tad cheesed. :)

If Ian in a toga was the only ian we got I'd be really miffed about that, can you imagine? I'd want him in a suit or something, if I think of him it's in a suit. Or I tell you what I also really like is hat silk chinese dressin g gown thing from the end of marco polo through keys of marinus, that's a great look.

Always think of him either in the Chase costume with the stripy jacket, or in a polo neck. I don’t know whether he appeared in a polo neck, but there you are. :lol:

I think the editor is a good base for an ian figure
