They have been doing so, we've got more episodes than we've had in previous series' for Doctor Who - and are getting Anniversary specials as well as the 2013 series next year. :P

The BBC doesn't evolve around Doctor Who, although that is its 'breadwinner' (if you like).

Series 8 is not the other half of Series 7.

Series 7 is 3.1 - 3.5 (airing 25 August - 22 September), Series 7 is also comprised of 3.6 - 3.14 (airing Spring 2013).

Series 8 is comprised of the 50th Anniversary specials. :)

That's the whole point - it's to take advantage of the opportunity to attract more viewers. But they have been showing the trailers for dramas that haven't been scheduled until later, so it's a possibility we could see the DW trailer before that time.

Nobody really knows what makes up the series under those classification systems until BBC Worldwide release merchandise as it is their system, and most merchandise follows it (with the exception of DWM who follow the BBC's own system making the current series Series 33).

What one group says is a series, another would argue against, and there are three groups with different classification systems entirely.
