The packages are all kept separate with a card insert, this image shows them all loose and as in series one there are 36 figures…

If they can make a CB figure of Rory, they can make a 5" figure of him.

Not necessarily. They don't think it would sell as well with the consumer public. :)

Doesn't work like that, if anything it would make more sense releasing him as a 5'' figure than it would with a CB figure due to the differences in target age ranges.

Mr Fusion said he would be less popular than a Doctor figure would be in a set. Nothing about the character, but it will be a while before he's out because Arthur Darvill had not been asked for permission to make a figure yet and the existance of a Peg Soldier figure from the next wave would suggest it must have been in mass production by the time of the Let's Kill Hitler screening.
