Could the question be :Will you marry me?. which would make sense as episode 13 is called: The Wedding Of River Song

To be honest, I would feel pretty disapointed if I took my girlfriend out for a nice romantic evening, then took her to the beach, got down on one knee with a ring and said "Will you marry me?" And she just responded with "Silence will Fall"

I think it's "Doctor who?" because the Time Lords are the oldest race in this universe and they can see all over time and space, and I think they knew that the Doctor would be born someday.
