The last time "Silence fell" the question that caused it was "What's the date?" which seems very likely, Asking for the date or time is very common and probablly could be the oldest question.

I think it's "Doctor who?" because the Time Lords are the oldest race in this universe and they can see all over time and space, and I think they knew that the Doctor would be born someday.
