But isn't TD, TW & TW included in that 14, and the 2012 special, so 12 normal eps?

No, its 15 overall, the series itself consists of "Fourteen including the 2012 Christmas Special". The 2011 one was included in the commision but seperate from the "series" which is why it seems likely the Christmas Special will be part of the series.
