Rumours are that the weeping angel episode will be filmed in new york.If this is true, could Steven.M make the Statue Of Liberty a weeping angel?

No, C'est impossible. For one that would mean that it would have to be set in the far future because otherwise it would be wrong as the statue is still here. I just can't see it.
Even if it was an angel, being one of the biggest tourist locations in the world should keep it at bay (there's a pun there somewhere)

Plus, think how many pictures people have taken of it over the years. There would be Statues of Liberty everywhere.

Besides, it is made of copper not stone so it can't be an Angel unless it possesses the image of an Angel and I don't think the Angels are really into sculpting.

Would all of the xmen not have been sent to the past if it were?

I have a theory for this episode, the production team forgot to remove the "Doctor Who and" part from the title so we were stuck with "Doctor Who and the Silurians" for all the episodes from this one until episode 11.
