You can buy transparent paint colours, all the primary colours are available.

Most good model and hobby shops like HobbyCraft sell it. Available in both acrylic or enamel. Marabu GlasArt is a good make.

I'd maybe do a thinned accrylic wash, it will make it less transparent though and might have a bluish tinge still, but thats the best I can think of

it's a painting technique, usually you use it to give something extra layers of texture and highlight recesses in a model, you basically get some accrylic pint and mix it liberally with water to thin out the pigment in the paint so it's more see through
