Timelines a little off. The coat version with the new sculpt was in 2008, not 2006. It was in the clamshell packaging. Given we've had two TARDIS sets so far based on regeneration stories then I would put good money on getting something like this at some point in future! As it could be done as just a straight up swap over over the heads, without the need to make/adapt any new parts (apart from new paint applications...
