Aha! This is where my warhammering comes in.
White is a terrible paint because it’s a weak pigment. There is no way around this with model paints.
The trick, insofar as there is one, is to actually paint any white areas a very light grey, and layer it up to white.
The recipe that I use is GW celestra grey -> GW Ulthuan Grey -> Army Painter Matte White.

When painting the pure white on it is important to add a little water, so that the paint goes on like a wash; it won’t settle evenly first time, but several layers of splotchiness equate to one layer of properly-applied paint!

Posting my custom "To do" list here so I can feel accountable. It's too easy to not pick up the paints. Feel free to harangue me over why the hell I haven't done these yet.

- Put a real Romana head on the Shada Romana body.
- Finally pop the head off the Captain Jack, slap it on the purple-coated Matt Smith body and paint-up a Dhawan Master.
- Put the Jamie head I got on the half-painted Jamie body.
- Finally order a Roberts Master head so I can make that custom.
- Pat myself on the back for being such a good fanboy.

Oh, Skiffle, did you try that using-grey-as-white tip? Eager to see how it works on a figure!

I didn't yet, but only because my Romana is basically painted up shade-wise, it just needed to be smoother. I think I managed to bring it in line. But I've put the "grey-to-white" trick into my mental toolbox. It's really clever.

Nearly done with my Shada Romana. Just wanna take a step back and see what needs to be refined.

And the hat looks oversized here, but it doesn't seem nearly so big in real life.
