Not completely sure why it would be lumpy, i'd just say to make sure you're giving it thin coats, and perhaps prime the surface (either with a light sand or some primer) before painting it. Not sure how people deal with the joints either, perhaps a slight sand would work?
I would suggest GW Imperial Primer, and then GW Zandri Dust, then GW Agrax Earthsade, Ushabti bone (leaving Agrax in recesses), then GW Screaming Skull on the sharpest folds + creases.
Yes, that’s good. White’s often a sod to work with (unless you’re airbrushing). Like yellow. Weaker pigments, less coverage.

After comparing and contrasting costumes, I think her Time Warrior outfit is my best bet without having to do any major alteration/additions to the basic shape of the clothing of the figure beyond adding the massive 70's collar, which I figured out a simple but effective work-around for earlier this evening.
I've already trimmed her hair and took a few mm off the bottom of the sweater to bring it closer in line with the original costume. The jacket is still a bit too short, but it's the closest I can get in terms of having the same general cut without having to build anything out with milliput, which I'm trying to avoid.
How difficult is it to dismantle the Sarah Jane figures? I want to swap the legs and head of a School Reunion figure with a Warriors of Kudlak body for a custom...

Their proportions are different and the joints won’t match. She’ll end up looking like ET.
