He'd been cast already.

I had this too; found it in a bookshop when the New Series began. Very comprehensive, lots of pictures and a missing episode guide.

The only photo anyone had of Colin was that headshot of him in the seersucker suit. It was what we all thought the Doctor was going to look like until that PR photo of him fishing on the bridge in the rainbow coat came out.
